An update on my progress:
The DMK box does now work with my Nexus 7 so that I can see the NMEA output from our Raymarine ST60 instruments on our Beneteau First 36.7 using iRegatta software.
However, what I have not attempted yet is to change the configuration of the DMK box, so a reply to my question above would be helpful. If you don't have an app for this which works with Windows or Android OS, should it be possible to use a freeware UDP packet send/receive tool to send the packet commands you list in your reference section, and if so, can you recommend one?

You have touched on my main point of frustration with all the
Android products, the lack of ad-hoc networking. Good job getting
the tablet rooted and working. However because of this issue we
have yet to make an Android version of the app. I would suggest the
simplest way to make the box stream to more than one IP is to
borrow an iOS device from a friend and have them download our free
app. Go into settings and program the box to stream to more than
one IP address. Once it is set then you won't have to mess with it
